1.PROJECT PROPOSAL IN RESPECT OF ENVIROMENTAL SANITATION IN JIGAWA STATE, NIGERIA.
(A) USED POLYTHENE BAGS CANS AND RELATED CONTAINER COLLECTION, RECYCLING AND PROPER DISPOSAL INITIATIVE.
1.PROJECT INTRODUCTION AND EXPLANATION
In Jigawa state of northern part of Nigeria, Africa south of the Sahara, youths are generally unemployed and redundant.
In this part of West Africa, polythene bags, cans and related plastic bottles are generally used by household in almost all consumerables. They comprise bags for small pints of water for safe drinking, medium sized to small cans and bottled plastic containers for fruit juices/other drinks; and small to medium size polythene bags for wrapping consumables and take-away food items.
These containers are daily used/disposed and dumped or littered around every part, nook and cranny of the environment and hence constituted health hazard and nuisance to the societies.
They litter the streets-the houses the offices and the environment outside. This is much more in villages were the presence is more pronounced as refuses.
These Containers do not decompose and it seems there is no any concerted government rule or regulated policy banning their improper disposal.
We therefore recommended this initiative hereby youths between the age of 18 and 35 would take part the in their collection, packing away and recycle programmed.
The programmed would sanitize the environment making environment clean and disease protected as well as empower youths toward poverty reduction and self reliance.
The youth in the programmed, would be employed to participate in designation collecting centers around the state. There shall equally be a disposal/dumping unit as well as a recycling outlet chosen.
It seems most of these plastic containers and polythene bags are manufactured from industries companies, and related business enterprise and firms within Nigeria.
They can hence therefore be the recycling outlets in accordance with the advice of these industries/companies both with in and outside Nigeria.
THOSE SERVED WITH THE PROJECT AND THE ACCOMPLISHED
1) There are twenty seven (27) local government areas (L.G.A’s) that constituted the present Jigawa state and each shall have a collecting centre with identified youths for the projects. Thirty youths per centre are expected to participate. Each youth would be given a big (Bagco) super sack capable of containing 100 kilogram weighted containers/polythene bags.
There are 27 project supervisors in 27 centers with a collection/training camp equipped with sacks and weighing scales.
2) Each youth that collected a full 100 kg sack and submitted to collecting centre is entitled to N 150 ($ 1.00 approximately) and every day a minimum of two 100 kg sacks are expected from a youth, thirty (30) youths per L.G.A in 27 L.G.A’s amount to 81 persons participating.
3) Daily income per person shall be between N 300-N 500 ($3.00 approximately), monthly income will hit N 15,000 ($900 approximately) an amount twice the country’s.
4) The project could reduce the poverty of the unemployed youths between the ranges of 30-50 per cent (%) a year and reduce unemployment rate by 25% from the present 50% in the state.
5) The project will significantly sanitize the environment, protect the people and prevent environmental degradation by non-biodegradable substances- polythene bags, cans etc thereby improving the health status of the host community as well as empowering the economic status of the youths who actively partake.

PROJECT FINANCIAL PLAN AND PROGRAMME SUSTAINABILITY
• The project relevant supervisory authorities are situated at Dutse city. The Jigawa state headquarters in Nigeria, West Africa.
• This situation will facilitate access to key government staff and ministries that can assist in coordinate the key personnel for the project.
• Dutse capital development authority (DCDA) and the ministry of environment are notified in writing on the viability of the project and they have accepted to give us financial and other support for the project.
OTHER SOURCES OF PROJECT FINANCING
We have equally chosen other sources of financing the project if initial take up grand is received. This is by way of receiving proceeds from the sale of collected materials to the relevant recycling industries.
However, initial take up grant of about N 5,000,000 will immensely assist in sustaining the programme in the long run.
If youths realize the income they receive per month, they will embrace the project whole heartedly. Proceeds from sales of recycled items will be used as seed capital to be given to the participating youths to sustain the project.
PLAN FOR EVALUATION AND DESSIMI NATION OF THE PROJECTS RESULTS
1. Local consultants in liaison with the relevant state DCDA and ministry of environment key staff will evaluate the outcome of the presence of refuse and litters of cans and polythene bags in major streets on timely basis.
2. Independent monitors are to be choose and will repeat regularly to the collecting centers supervisors the fate of polythene bags and cans refuse in their area on regular basis using questioner and personal supervision/oral interviews.
3. The collecting centers supervisors will in turn hard over the feedback to the central coordinator of the project at the state capital.
4. The level of poverty reduction of the participating youths can be evaluated/via interviewing by independency monitors from time to time at their respective centers.
5. Acceptability by industries/companies ready to collect and recycle wastes will be enhanced and promoted regularly transporting the waste products to the outlets.

2.PROJECT PROSAL INRESPECT OF SEXUALITY AND PRODUCTIVE HEALTH
JIGAWA STATE NIGERIA
INTRODUCTION:
Jigawa state is in northern part of Nigeria, West Africa. Majority of the population are rural dwellers, female population outweigh male as this gender imbalances is characterized by gender discrimination cause as a result of low literacy rate, customary and religious beliefs.
Harmful health-related customary practices of female circumcisions, though not very rampant here, yet is practiced in some localities- among other practises contributed to ravaging gynecological diseases of Visico Virginal Fistula (VVF), dysuria etc thereby translating in some cases in to maternal morbidity and mortality.
Females in Jigawa are married at a very tender age of 13-17 years in some localities. This early marriage syndrome engages the feminine gender in to early child delivery attempt and thereafter, lack of good healthcare delivery results in to deadly gynecological diseases. The inability of the husbands, to allow their married ones attend maternity centres and hospitals for pre-and postnatal maternal healthcare services contributed in to failing health situations of pregnant women who usually die as a result of birth complications. This gender discrimination and violence against women is practices mainly with those of areas of ignorance and those who adhere to culture, norm and religious beliefs
Traditional, cultural and religious beliefs have weakened the mind of the teaming populace here and it seems any orthodox approach to solving any problem in health matters need a concerted approach.
For example the use of condom as preventive measures will irk the public here who see this approach as unethical, un Islamic and rather an encouraging rather than a preventive approach to solving the HIV/AIDS ravages.
THE JIHA APPROACH
In the past a lot of policies has been conceived by different stakeholders, approaches has been defined, and analysis has been done while solutions has been proffered aimed at tackling these problems in a multifaceted approaches but with little results.
We at JIHA sought to follow the modalities below with some alternative courses of action in ameliorating the problems:-
(A.)HIV /AIDS PENDEMIC
Compared to other states in Nigeria, Jigawa state is among those with low prevalent rate of HIV/AIDS endemic and is receiving a little attention by stake holders at maintaining this tempo. In order to reduce or maintain the status quo and In line with the millennium Development Goals, the JIHA approach on this issue are as follows:-
1. USE OF RELIGIOUS AND COMMUNITY LEADERS AS A TOOL FOR PUBLIC ENLIGHTENMENT
The Islamic and traditional/customary approaches via Islamic preachers and traditional rulers would be useful here as members will woo opinion leaders to assist in preaching abstinences to unsafe Sex and adultery as the best approach to HIV/AIDS prevention. While already fallen victims of these dreaded diseases will be counseled and people would be preached to stop stigmatizing them the Islamic way.
2. SPECIALTRAINING OF PROFESSIONALS AT THE LGA LEVEL
The professional members of JIHA would engage the services of other professionals within and arrange for training on the community leaders-professional trainee -participatory approach. In this regard, some chosen health professionals will liaise with traditional rulers and the Islamic scholars and engage in special training on the JIHA APPROACH. Under this alternative the health professionals will explain the orthodox of, for instance counseling, abstinence, preventive measures and cure and see the possibility of marrying those methods. Ideas or approaches that can be acceptable the traditional (unorthodox) way. This will continue to be practiced and encouraged throughout the twenty Seven (27) LGAs in the state.
2. MEDIA SENTISATION
The Islamists and the traditional rulers would be wooed, empowered and convinced to reach as far as the electronic media in tackling the problem by massive public awareness and enlightenment campaigns. Jingles will be aired periodically like religious sermons, and this would encourage the existing health practitioners with similar tasks to have sigh of relief and be bold enough to continue providing the needed services in the hitherto conservative locality.
Pamphlets and newsletters would be printed via this way in local Hausa vernacular and Arabic as electronic preaches would be written in to the CD and Audio cassettes and distributed to people. The local newspapers would be patronized for paid advertisement of these preaches and translated interpretations.
3.DISTRIBUTION OF ANTI RETROVAL DRUGS
The procurement and distribution of HIV anti-retroval drugs in Jigawa state as a remedy to already falling victims would be possible without necessarily the intervention of traditional rulers or religious/opinion leaders; however the distribution of these drugs through JIHA would help identify the best outlets.
The State Action Committee on Aids and similar International/national committees/bodies on AIDS would be contacted for liaison and would be vital as they will serve as a donating body while JIHA serve to collect and distribute drugs to eligible recipients through its centres under the programme.
Chosen distribution centers in hospitals and some designated localities with the aid of the community leaders/JIHA professionals would be of paramount importance in this regard.
(B)GENDER- BASED VIOLENCE AND MATERNAL MORTALITY
Diseases and lack of preventive measures in Jigawa consequent upon ignorance and poor sanitary conditions of the women in the predominantly rural state of Jigawa contributed in to the problem of violence and discrimination to women in this locality.
But JIHA would address this issue through enlightenment and media public sensitizations in local radios using the Hausa vernacular.
JIHA would also engage the services of professionals within it and from outside where possible for the purpose; while drugs would be procured and distributed free of charges to mothers, Counseling would be offered to target audience under the programme as counseling centres would be identified in some major hospitals within the state.
CONCLUSION
HIV her is seen and believed to have been a foreign disease manufactured from abroad aimed at depopulating a particular race or religion. Hence this our JIHA approach of using the community opinion leaders and molders would seriously change the perception of the target audience.
